Let me offer my take on where the blame should be placed.
1. Bureaucracy and the general incompetence it brings, not always but usually. That holds true at all levels of government or even business.
2. Political payback. Hiring people to important positions because they were contributers in some way to your party or campaign can hardly bring out the best.
3. The right turn of America. Do we care any longer for what America means? A shift in values from the New Deal / Great Society to a 'make it on your own,' reduce that government, and all I care about are these moral issues because the bible tells me so.
4. All of us because all we do is bitch and moan about taxes, charities, contributions etc.

Ijust wish that we would hear more about all those white people who were looting the TV stores and shooting at rescue workers. Or the white mayor who didn't initiate the plan to bus people out of the city. Or the Republican governor who didn't allow troops into Louisiana before the storm hit.

Great link scrap! I wouldn't believe it if the New Orleans Police Department wasn't renowned for its corruption prior to Katrina. I guess we can be happy they aren't killing people like they usually do.
