Can some computer software designer tell me whether the following idea is technically possible ?
Congressional redistricting should be done by a computer program designed to randomly aggregate geographically contiguous voters, mechanically stripped of political affiliation, to form appropriate congressional districts.
This should be adopted by one or two states, and tested and debugged, then adopted nationally by a constitutional amendment, so as to be uniformally used thruout the country.
